The "best" depends on your budget and what you want to get out of the device. In most cases, a simple GPS app on a cellphone will be more than adequate to find the cache. If you want something with longer battery life, more accuracy or added maps, you may wish to start looking into manufacturers such as Garmin or Magellan. They are constantly releasing new devices and features so read some reviews and figure out which would be best for you.
