Athens. A Democracy meant rule by many and this was FOR SURE by many. Every citizen voted and 500 names were drawn. these 500 people drawn were chosen to serve for 1 year as lawmakers over Athens. Men were the only ones considered citizens, so women, children, and slaves COULD NOT vote.
