There are two ways to answer that question. It depends on what you believe Halloween's origins are.Some people believe Halloween came from a pagan Irish holiday where people wore costumes and left "treats" on their doorsteps to ward off evil spirits.Another belief is that Halloween originated from "All Saints Eve," a Christian where people dressed in costumes to make fun of the devil and did other things like that.No matter which you believe, is Halloween a sin really depends on how you celebrate it. No where in the Bible does it say that God doesn't like Halloween, trick or treating, or costumes. It simply says you need to be careful that you're not roped in by all the talk of spirits and witchcraft, because that isn't of the Lord.
You're the writer -- you need to think of your own characters or they will not be interesting to you. Pick characters that you think about when you think about Halloween. If you have trouble, then maybe you're not really interested in writing a story about Halloween after all.
Using christmas lights for halloween is somewhat confusing to me. What comes to mind is maybe placing all orange bulbs in a strand of christmas lights to make them halloween lights.
It depends on who you ask, and the exact school and all. Most people can agree on various terms, though. It is alright for children to get dressed up (appropriate, and maybe toned down a little to be more functional for the school day) in costumes or outfits. Some schools do believe in having some treats or games in honor of Halloween, while other don't. Personally, I think it is fun and I enjoyed having Halloween games and parades and snacks during school.

The purpose of Halloween is two scare you so bad you pee and then to make you very fat by eating all the candy you get or the left overs you have from handing the rest out to the trick or treaters.
Halloween is not evil! Maybe not for little kids, trick or treating, but if you look past that. What really goes on, on Halloween?? Witches and demons, its just creepy! Plus Christians are suppose to keep their minds pure and clean, if we allow ourselves to be caught up in this "holiday" then maybe we would start fearing things like darkness and such, if you get my drift....fear is not from God!
