I don't think that there would be a single horse worth 13,000,000. It would probably be a couple divines wrapped up in a package.

Anyways, 13,000,000e is a lot and the most that a horse can be worth in the Direct / Auction sales is only 1,000,000e. They are probably worth a lot more however, which is why you can use passes as well! I'd say 13,000,000 is 13 passes, so if a horse you see is worth 13 passes, then you'll know!
