Well, if you caught one in either Ruby or Emerald, then you can transfer it to the Pal Park using the dual slot on the DS. This means that you can get one, yes, but you can't actually catch one in Pearl or Diamond. Latios is available to catch in Ruby, and emerald
On route 227 or stark mountain while Pokemon leafgreen is in the GBA slot.
You have to trade them from ruby emerald and sapphireYou can only get those three after getting the national dex and by inserting ruby,sapphire or emerald on your GBA slot in your DS. After that go to Pal Park on route 221 on Pokemon Diamond or Pearl.

You cannot catch totodile, chikorita, or cyndaquil in Pokemon diamond or Pokemon pearl. The only way to obtain those Pokemon is to migrate them from a previous version of the game using the GBA slot.
