You only need to get all hoenn Pokemon to get johto starter

You can get a diploma! You can also get a johto starter: totodile chikorita or cyndaquil. Choose wiseley.
You get one Johto starter in Emerald for completing the Hoenn Pokedex. You can trade them into FireRed. Unfortunately, Croconaws (along with Totodiles) cannot be caught in Pokemon FireRed. You must have one traded to you from Emerald.

You have to complete the Hoenn pokedex to get one from Prof. Birch. That includes catching all the Pokemon in there. This is impossible, but you can get a Johto starter if you finish your Hoenn pokedex and show it to professor Birch.
You cant get a kanto starter on Pokemon sapphire but if you have Pokemon emerald then you complete the pokedex then you get a choice of starters from the johto region. I hope this helped.:)

In Pokemon Emerald, when you complete the Hoenn Pokedex, Proffesor Birch gives you a Johto starter. In Pokemon HeartGold and SoulSilver, after defeating Red, Professor Oak will give you a Kanto Starter and Steven will give you a Hoenn Starter.
Yes, the national pokedex is the pokedex that holds every Pokemon from every generation whereas the pokedex itself means a pokedex for one generation. For instance; In Red/Blue/Yellow the three starter Pokemon make up the numbers 1 , 4 , 7 and in Ruby/Sapphire/Emerald the three starter Pokemon also make up those same numbers 1, 4, 7 In the national pokedex the ruby sapphire emerald starter Pokemon are numbers 352, 356 and 360 (i think) and the red blue yellow are 1, 4 ,7 because they are the first generation.

Well, you can add Treeko's information to your Pokedex when you battle May. You can only get Treeko by trading.
