it is completely random as in any Pokemon. If you have more Pokemon you will of coarse have a better chance. The easiest way to win is to save right before you talk to the lady. If you don't win turn off the game and try again. This is time consuming but it works. Its completely not worth it though most of the time all you get is a potion.
