Where to find Cynthia in Pokemon?

She appears several times. She gives you a secretpotion for psyduck blocking a route,a togepi egg, a old charm for her grandmother, and is the Pokemon champion. P.s. once you get the national dex, go up to celistic town and press A on the ruin painting inside. If you have arceus in your party she'll say how it was born from an egg in nothing, then shaped the universe. If arceus isn't in your party she'll talk about a theory that the red orb is the Pokemon that shaped the universe.

Transfer an arceus from P/PLT/D

then go to the ruins of alph and a man will greet you and talk about your arceas, you will later meet cyntia after the cutscenes. HAve arceus first in party and i think has to be done after deafeating Elite Four

Fly to Undella Town. When you're there, you'll be in front of a Pokemon Center. Go left until you get to an up staircase. She should be in the first house. If she isn't there, I think it means you have to beat the elite four. You also have the option to fight, or back away. Her levels are the same as the Champions, but you can only fight her twice. Cynthia is the Pokemon League Champion, and she appears after you defeat the Elite League (The first 4 people). You have to defeat her to become the champion.
