Burgh will be there. He will run towards the gym. You will see him near 2 team plasma grunts. You will battle them and then he will go inside a building Ghetses will be there and will give a speech. Then, Burgh will go back to the gym. He is easy. He has Pokemon from level 21 to 23. Then, continue on your journey.

go on the main street of Castelia City and the are 5 piers, there are some that are bendy and one is completely straight. go in the straight one and they are there. after that Burgh will tell you to follow him, he will be at the far left on the way to the gym then you will see him opposite the gym near to some Team Plasma guys fight them then go in the building that they were outside. talk to Ghestis and the other members of team plasma and then Burgh will tell you that he is waiting for you at the gym
