Normally it won't learn it unless you go to the move tutor on two island and give him two tiny mushrooms or one big mushroom he then can teach it heat wave make sure charizard is at least level 60 or so.

A grass type Pokemon or charmander...cuz you can teach grass Pokemon bullet seed, which is a powerful move to use on Legendaries...and charmander cuz when it evolves into a charizard, it can learn heat wave which is good for monster houses...

No, Heat Wave is a Generation IV move. Sapphire is a Generation III game. CHARIZARD can't learn it with Sapphire, but Diamond, Platinum, HeartGold... they'll all work!
