Golbat uses mean look in Pokemon pearl but i am not sure about Pokemon diamond and pearl.
Uses the explorer kit and go underground. Just keep digging normally and eventually you'll find one. It does not matter where you go down.

A usual start to find the move "mean look" would be to go to victory road and look for a golbat. They always have the move mean look unless you want to waste time and raise a zubat and then teach it the move "mean look" And, mean look only lasts until ur Pokemon switches or dies in battle. If ur tryin to catch mesprit and ur golbat uses mean look then dies, mean look's effect will end.
1st uses ice/water Pokemon 2nd uses fight/ rock Pokemon 3rd uses ghost/dark type Pokemon 4th uses dragon type Pokemon you will also have to battle your rival. they will have there starter and a balanced mix of Pokemon
if you mean the orb palkia uses you cant get it unless you trade
