There are basically 3 precautions. :-
1 People who know no better will hang a box containing fibre insulation around their outside faucets. This is next to useless.
2 Smarter people install a shutoff valve inside the wall so they can stop flow until they need it. This is better, but a pain if it's installed in the crawlspace.
3 Smart people get a 'frost free faucet' which is a faucet on the end of a 12 " tube and the handle outside operates a valve 12" inside the wall.
No, eventually the water will freeze and then break the faucet. Outside faucets should be sill cocks which shut off inside the house. If it is a regular faucet, the water should be shut off to that line during winter.

Depending on how the fence was initially installed, it should hold up pretty well according to how bad the weather is. A plastic fence will usually do well in freezing weather, as long as you have taken proper precautions. Make sure you insert fence posts below the frost depth, this will prevent frost.

Doesn't matter. the trick is to watch the weather and if below freezing let run a tiny trickle constantly unitl weather warms. As long as water not standing still, you don't have to worry about it.
Any temperature near or below freezing for several hours can be harmful. In cold weather, dogs should be provided warm shelter, at least, and heated accommodations when the temperature (or wind chill) is near freezing.
