While serving as Governor of Alaska, Sarah Palin has supported (2) Alaska House Bills which both directly addressed limiting access to abortion. Also, in November of 2007, she publicly expressed her disappointment with the Alaska State Supreme Court's Ruling on the Alaska's Parental Consent Act, as unconstitutional. The PCA passed by the Alaska Legislature in 1997, required girls 16 and younger to obtain parental consent before getting an abortion. The court decided the law burdens a minor girl's fundamental right to reproductive freedom. The House then made attempts to legally "circumvent" the State's Supreme Court's ruling of the 1997 PCA by writing a similar Bill regarding Parental Consent of a Minor seeking an abortion. House Bill 364 would require parental consent in a minor's abortion decision. This Bill also passed in the House but was not addressed in the Senate. (It is likely that if this Bill were to have passed in the Senate, and made into law, it too would have been struck down by the Alaska Supreme Court.) The other abortion bill, House Bill 301 states that Late Term Abortions would be prohibited in the state of Alaska. The Bill passed in the House in January, 2008 but failed to pass in the Senate. In January, 2008, Governor Palin urged the Senate President Lyda Green to include the topic of these Abortion Bills during the Senate's regular Session. Senator Green's decisions to send HB 364 to a Senate Committee (while simultaneously not bothering to review the companion bill SB 279), and block a vote to move both bills to the Senate floor, were highly criticized by Governor Palin. Three months later, in April 2008, Senator Green (as well as, a similar request from the Alaska Family Council (AFC)) requested that the Governor add these same two Bills to be addressed during a legislator's special session on the Alaska Gas Inducement Act. An angry Palin denied the Senator's request, stating the legislators should focus on the Alaska Gas Inducement Act. Palin outlined her reasons for denying the request, in a letter to Senator Green, were primarily due to the Senator's mishandling of the two Bills. Governor Palin also stated (in her letter) that the Senate had more than sufficient time to address and act upon these Bills. She further criticized Senator Green, by stating that she herself (Palin), went as far as to inform the Senator of a legislative tool that Green could have employed to advance the bills by requesting a scheduled hearing, to which Green neglected to utilize.
