the supreme court of land is the constitution and states that the constitution cant tell us what to do , but we have to follow the laws. This doesn't answer much of what you asked but hope it helped.
Regardless of their view on the U.S. Constitution, officials have to follow the Constitution because it is the supreme law of the land. However, there is a strict and loose interpretation of the Constitution, and modern politics is related to the loose interpretation making it seem like they don't follow it.

Just because the state doesn't agree, if the US Supreme Court renders a decision in your favor the state must comply! There is no higher court than the US Supreme Court - the state cannot file an appeal.
