Dubai is in GST (GMT+4) and the UK is in GMT meaning that Dubai is four hours ahead of the UK. However, GST doesn't observe daylight savings whereas the UK moves forward into GMT+1 shortening the gap to three hours.

This means that during daylight savings, 10am in the UK is 1pm in Dubai. Outside of daylight savings, it would be 2pm.
