The official title of Chairman of the Joint Chiefs of Staff was not created until 1949 when Omar Bradley took the position. However, during World War II there was an equivalent position called the Chief of Staff to the CINC (Commander in Chief). Fleet Admiral William D. Leahy held this position from July 20, 1942 until March 21, 1949.
The Yalta Conference was a conference between the Allies near the end of WWII that debated on the outcome of postwar Europe. The main topic was how to deal with Nazi Germany. The US proposed a plan to split Germany into six separate countries and to have an Allied occupation of Austria. This, obviously, did not come true though. The US also wanted Germany to became a democratic nation.
USA GEN Paul Harkins was the first commander in Vietnam, he had served on GEN Patton's staff during WWII. Westmoreland was the second commander replacing Harkins in '64; Westmoreland was also a WWII veteran serving with 9th ID as a COL. Westmoreland was relieved in '69 by GEN Abrams, also a WWII vet, he had served under GEN Patton also, as a Tank Battalion Commander. Vietnam was fought by WWII leaders; which explains why so much firepower was consumed searching for and trying to destroy the enemy.
