In 1906 the US Secretary of the Navy was Colonel H. O. S. Heistand. That year an article in a leading weekly magazine was published in which he wrote about the two main factors of war. It was his opinion that in broad terms the two main factors were force and position of force. In this article the Secretary goes into great length with his explanation of his ideas.
