Most land in Northern California is owned by BLM (BUREAU OF Land Managment) And the few that do live up there are farmers or militia or both.
No country and no civilization can ever be totally safe from an unexpected terrorist act, as was proved in the attacks of 9/11. The mere existence of military bases, even if fully armed, is no protection. The world needs to work towards eliminating the causes of terrorism, difficult given the fanatical attitudes invloved.
