Yes, an artist can release multiple studio albums in a calendar year. Once the material for the album is written, it typically takes 2 weeks to record, about a week to mix and master, and then anywhere from 1 to 12 days to press the CDs, depending on how big a hurry the label is in to get it out. (Vinyl takes a bit longer, and of course digital files don't need to be pressed at all.) Labels/artists typically prefer to have an album finished and ready for retail at least 3 months before it is released.
