1. Government legislators -e.g. to improve funding, attract better doctors, approve new medicines, etc
2. Those with actual or potential mental problems - e.g. to encourage them to seek help.
3. The general public - e.g. to help them recognize mental health sufferers, raise sympathy and inform them how to get help for themselves or those with mental health problems.
Other groups, even mental health workers, may also need to be targeted over particular issues.
Because if you are talking then your audience and it gives you a reason to be talking. And it gives your audience a reason to be listening to you!
