I'd say you'd need a solid 21 to get scholarships at least.
I think that really depends on what state you live in and what scholarship you're applying for.
You may be able to get a scholarship with good grades and a good resume. Apply for any and all scholarships in your hometown with civic organizations and sports. You may be able to net some good money for school.

In Charlotte? The average freshman there has a 20-24. You should aim for a 27, that's when a lot of scholarships kick in.
For the most part yes. Plenty of Colleges after scholarships if you have a certain SAT or ACT score. A lot of these Scholarships are upto Full Tuition for having around a 29 or 30 ACT, I'm not sure of the SAT.

With the score of a 34 on the ACT you could get a lot of scholarships, some college could also offer you full ride.
