The US Military supported Panamanian rebels seeking independence from Colombia. US warships prevented Colombian troops from reaching Panama, as there is no practical land route. Once Panama declared independence, a representative of the new government signed a treaty with the US (although his authority to do so was later questioned).

By giving the Panama Canal back to Panama, the Soviets could have easily used Cuba to conquer and sieze the canal. If the Soviets had control over the canal then they could set up bombing bases in the Pacfic without any conflit of passage.

The French had the idea to build a canal across Panama first and they started the project; after about their sixth year working on the canal they ended up going bankrupt. that is when the US showed interest in buying the canal for the French, but Columbia, who at the time owned Panama, would not allow the purchase. An agreement was made with Panama to help them get their independence the US would be allowed to finish building the canal.
