Members of The House of Representatives can vote for an exclusion. Voting for an exclusion, or the refusal to seat a newly elected representative, calls for a majority vote. However, this is not just arbitrary. The offending member must meet certain disqualification offenses in order for the House to take such drastic measures as to deny an elected member a seat in Congress.
