What works best on dry cuticles is a matter of opinion but many people choose lotions like Eucerin for the hands. Some people also like to use gloves that are infused with aloe to help soften cuticles.
You can try putting something on your cuticles that tastes really bad to keep you from biting them. You can also convince yourself that your hands touch a lot of nasty things throughout the day and in your mouth is the last place they should be.

The germ-phobic probably shouldn't read this. If you have a staph infection in any wound, you should go to the doctor immediately. Staph generally doesn't just "get on your hands" unless you work in a hospital or other place where diseases hang out. It's really only dangerous if there's a cut on your hands, but if you think you're wearing disease causing bacteria you should probably just wash your hands. Staphloccocus loves hang nails and unkempt cuticles.
If your hands are visibly soiled (blood, feces, dirt, etc.) they should be washed with soap and water. I've also come to realize that if you have any sores on your hands it's best to not use alcohol rub because it hurts! I have really dry cuticles and get hangnails all the time and it's very uncomfortable.
