I would personally say that there really isn't a young age. But i would say 12 is a good age to start shaving under your arm pits, but only if there is hair underneath there.

Although puberrty is very variable and can start at any age from 9 years old right up until the late teens most boys begin puberty around 12 or 13. Pubic hair tends to appear in most boys quite early on in puberty but axillary hair (armpit hair) tends to grow a couple of years later, facial hair typically grows later still.
