Yes that is perfectly okay. In fact I'd go so far as to say that you are probably typical of most boys. Although puberrty is very variable and can start at any age from 9 years old right up until the late teens most boys begin puberty around 12 or 13. Pubic hair tends to appear in most boys quite early on in puberty but axillary hair (armpit hair) tends to grow a couple of years later, facial hair typically grows later still.
