Of course they can. But their bodies wont be able to process the alcohol as well as an adult can. They would only be able to consume pint sized sips before becoming completely drunk. There is of course the legality of the matter. As many countries have a 18-21 age limit before being able to legally consume it. They do this, as consuming alcohol while developing can damage brain cells and affect the persons well-being.

and I'm not sure if that is true but morally kids should not drink. Ever. SERIOUSLY! Who would let someone 13 have alcohol and chances are they won't like it anyways.
And to make a point that morally they should not there is a medical reason too. So your liver processes all of the toxins in your body. Alcohol is a TOXIN in your body, So if you drink too much and your liver has too many toxins to handle you could DIE. So think about this, DEATH is a risk if you let you kid drink alcohol. now let that all sink in and then make your decision.
