The answer is when the person is mature enough to be a parent and when they are emotionally and financially ready. That might be at 18, 25, 35, or 40. Most of all, this is a decision that both the mom-to-be and the dad-to-be have to know and want. No one should pressure anyone into being a parent. I highly doubt that a teenager between the ages of 12-19 would be mature enough or stable enough to provide well for a child if they are going to end up in college to have a career...live with their parents and so forth.
