Is Gmat a standardized exam for entry into graduate school?
GMAT is a standardized exam for applying graduate BUSINESS school. Note that it is only for BUSINESS school. For other subjects, most schools require you to take GRE, although some management schools now give you two options and accept GMAT as well.

You should take the real GMAT when you are comfortable with your consistent practice scores. GMAT Prep software should help you identify where you stand at the moment. I doubt there's a specific period after which you have to take the exam. Take it after you cover all the areas where you were weak and hit a desired score on a regular basis.
