All toxicity is a function of dosage and concentration in the body. This means that nearly any substance can be safe at one dosage and deadly at another dosage. Ever "overdoses" of water have proved lethal. And in the case of selenium, for example, we need trace amounts of selenium to live, but only a little more can be dangerous.

Overdoses are even harder to answer, as an overdose simply means that too much of the medication was taken; not that it's toxic per se. So too much spray decongestant may actually cause additional congestion.

So basically, ANY substance can be taken in overdose quantities.
