California's request to be admitted into the Union caused problems because the state wanted to be admitted as a free state. If the government allowed that it would have upset the balance of slave and free states.
It allowed California to enter the union as free soil, in exchange for a couple of new slave-states and the toughening-up of the Fugitive Slave Act.
