It will oxidize, usually before it reaches the ozone layer. But should it survive, it will deplete ozone slowly, and / or reduce available oxygen at the altitude of the ozone layer. The rate constant is on the order of the decay rate of ozone, so the ozone has to decay to O + O2, when the monatomic oxygen "instantly" seeks out CO to oxidize it.
