Amendment The 26th amendment lowered the voting age from 21 to 18. During the Vietnam War, the slogan most heard was "old enough to fight .. old enough to vote" during a time 18 year old were drafted into the army. It was passed on March 23, 1971 and officially ratified on July 1, 1971. However, the first national (for President) election they were able to vote in was in 1976.
The 26th amendment granted the right to vote to citizens 18 and older. The text of the amendment is:
Section 1. The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.
Section 2. The Congress shall have the power to enforce this article by appropriate legislation. It was passed on March 10, 1971 in the Senate by a vote of 94-0 and in the House March 23, 1971 by a vote of 401-19. Ratification by the required minimum of 38 states was accomplished on July 1, 1971 when North Carolina became the 38th state to ratify it. 5 more states ratified it after that date. 7 more never got around to ratifying it since it was already a moot point. It only took a little over 3 months for the amendment to be ratified so some legislatures didn't even get it on the docket for consideration before it was already ratified.
