Unless the raccoon has rabies or some other disease they would normally avoid any contact with humans. If it is a raccoon that someone is attempting to keep as a pet, they (and any wild animal) will bite their keeper for almost any reason - attempting to hold them when they do not want to be held, trying to remove food or any other object from their grasp, startling them, trying to make them do something they do not want to do, etc. Wild animals should not be taken as pets. I don't think they cover damage by any animal, wild or pet. Check with your agent. I had a squirrel get into the house somehow while I was away for a week. that squirrel literally ate my metal mini blinds trying to chew her way out and damaged the wood on the windows. Not covered!
You should check that you are not hurting it, if you do hurt it then it may grow fearful of grooming and then you won't have any luck. You should also avoid shouting at your animal as this could scare them. YOu shouldn't tug at the hair too hard or when cutting shear to close to the skin, I hope this has helped you a little, what animal are you trying to groom ? :)
