The pigs allowed Moses to stay on the farm because his tales served to pacify and distract the other animals with the promise of a paradise after death, thus preventing them from focusing on their current troubles and inequalities. Moses's presence helped the pigs maintain control over the other animals by manipulating their beliefs and hopes.
Napoleon let Moses stay because he taught the animals to work hard and not complain. Just as Stalin (Napoleon) knew that religion (Moses) would stop violent rebellion's in Russia. Hope this helps! :)
