Lizard by far. frogs need to be kept constantly moist, you have to make sure their food doesnt drown, their skin is so absorbant and delicate you can handle them and any toxins on your hands, on their food, or in the water will be sucked into their skin and theyll be poisoned. Lizards (at least the desert kind) don't need much care and can be handled unless shedding. They need half the cage lit, and it doesnt matter whether you turn it off at night or not, a rock for them to lie on under the lam to heat them up, a hiding spot on the other side that's cool, and if you want, a small bowl with water.

I'm probably a little bit biased but I'd say lizards. The poster above mentioned some good points about the toxins with frogs, and the activity of lizards.
Some other points are that lizards can be usually fed more easily than frogs, and that lizards, for me, tend to have bigger personalities. I've got nothing against frogs though, I'd quite like a few myself. :)
