As far as I know there aren't many if at all in the US (first thing that comes to mind is Anime Network), but there are several other conventional television networks that do broadcast anime along with other animated TV shows. As far as in Japan, there are several TV channels that have large chunks of time dedicated to anime (e.g. Tokyo MX).
By definition, anime comes from Japan. To make cartoons anywhere, however, you need to become a programmer. If you mean come up with anime, then I recommend become an artist, draw manga, then go to some producing company and show them your work.
Anime Network isn't a channel. It simply sends anime to other channels such as they send "Inyuasha" and "Bleach" to Cartoonetwork.

I highly doubt that.... I don't even think its an anime in japan. but the author has already made many mangas and has an anime called Azumanga Daioh. Its in English too. The manga hasn't been made into an anime yet. The author, Kiyohiko Azuma, has stated that Yotsuba probably wouldn't work well as an anime.
