Verbs don't describe winter, because they're verbs. The adjective "wintery" describes winter, as does "cold" or "freezing".

wintered = Participle (Past Participle)

wintering = Gerund (Present Participle)

to winter = to spend the winter in...

...which, if the question had been whether "winter" is a verb, would be relevant.
