Yes. Lots of European countries celebrate it.
Although it is primarily observed in English North America, some countries that speak English (United States, Canada, Ireland, and the United Kingdom) celebrate Hallowe'en but the majority of countries don't.
Sweden does not celebrate Thanksgiving, the only countries that celebrate Thanksgiving are; USA, Canda, Liberia, Norfolk Island and Netherlands.

Countries that celebrate Halloween are the United States, Austria, Belgium, Canada, China, Czechoslovakia, England, France, Germany, Hong Kong, Ireland, Japan, Korea, Mexico, Latin America, Spain, and Sweden. 31st of October this year it is a Monday next year it will be a Tuesday and then in 2013 it will be a Wednesday
It is not a tradition there. In Bulgaria there would be traditions that would not be celebrated in many other countries. Halloween is only celebrated in some countries. Most countries do not celebrate it.

Anyone who does not choose to celebrate Christmas does not celebrate it. It is a Christian holiday that originally came from a Pagan celebration, although many people that are not religious still celebrate it. However, people that follow other religions do not.
It was Started by Americans in the late 1700s. Others countries attend the Trick 'r' treat tradation but only do Americans celebrate and beleive in the true stuff on Halloween like countries celebrate Christmas.
