Normally, the station has a crew of 6 people, or 3 in between crew rotations. The most people that have ever been aboard the ISS was 10, when the 7-man crew of STS-119 (Space Shuttle Discovery) was docked with the ISS, which had a crew of 3 aboard. Now that the huge Space Shuttle is discontinued, a maximum crew size of 6-8 aboard the ISS is more realistic.

there was actually 7 people aboard the challenger on the day of January 28,1986. Many people believe that all 7 people aboard the challenger were vaporized instantly. There is normally a crew of 6 aboard. This is made up of 2 three man, six month expeditions that overlap each other by 3 months. When the shuttle is at the station, it usually carries a further 6 or 7 crew. Of the 6 long duration crew, 3 are Russian, 2 American and 1 European or Japanese astronaut.

The space shuttle is reusable, capable of returning cargo to earth and has room for a crew of 7 people. The spacecraft was not reusable, only had room for 3 astronauts and did not have space for large cargo.
