Hit and run simply means=not staying to fight (not sticking around).

Warships, Airplanes, Tanks, just about anything that moves can make "hit and run attacks." However, during the early Viet War days, (early 60's) the Viet Cong (VC) were noted for their hit and run attacks (guerilla tactics). The NVA stood their ground (often), and the VC "hit and ran" (often).

A group of soldiers hide in the forest. As the enemy is walking through the forest, the soldiers shoot for a minute, then run.
Traditional tactics involve taking and holding territory, securing the area, and moving forward. Guerrilla fighters employ hit-and-run tactics.

The use of nontraditional military tactics helped the patriots defeat the British. The British were not accustomed to the guerrilla tactics and were taken by surprise.
It was not as functional as the weapons from WW2. But, that's where our basic hit and run tactics came from.
