If you are referring to Rabbis. Depending on the type of synagogue it is, most place ads to hire a new Rabbi. Potential hires apply to the position and interview with a committee from the synagogue. Once the applicants are narrowed down to a couple, they will usually visit the synagogue to lead a service so that the congregation can meet them and see if they're a fit.

There is no single title for Ancient Hebrew leaders. They were known as Patriarchs, Judges, kings, priests, prophets, sages, and rabbis.

Today, we call ourselves Jews; and our present-day leaders are rabbis.

By "Hebrew", I assume you mean the State of Israel.

Israel is a parliamentary democracy, with executive power lying in the hands of the Prime Minister. They also have a President, but that's largely a ceremonial position.

Their President is elected by an absolute majority in the Knesset (the legislative branch of the Israeli government). Elections for the Prime Minister are modeled after American presidential elections.

If by Hebrew, you were referring to the Ancient Israelites, they had a monarchy which has hereditary succession based on primogeniture (i.e. the oldest living son succeeds the father).
