The Mosaic Laws are the laws that God gave to Moses. Jews are supposed to follow these laws to the best of their ability as a guide to being a good person and a good example to the people of the world. Jews who strictly follow the rules are simply religious Jews.

Observant Jews is the most polite description. Orthodox standards of observance tend to be strict, so perhaps you are referring to observant orthodox Jews, recognizing that there are people who are nominally Orthodox but not very observant. Hassidic Jews are no stricter than Orthodox Jews, but they have numerous cultural norms that serve to set them apart from the larger society. It is generally a mistake to refer to Hassidic Jews as ultra Orthodox.
