The "standing lamp" functions (on my 08 c300 anyways) is to be used when parking your car on a street.
You select left or right depending on which side is facing the street. From what I have read, it is designed so people can see your car in dim or dark conditions and know how close it is in relation to their car and navigate around it safely.(assuming its on a narrow street)
simply set your standing lamp to left or right (or both in certain countries I hear), turn the car off and get out then lock doors. whichever side you chose will be lit.
I do not know how long these are intended to stay on though. some people say they will turn off after a certain voltage is reached, but I have never experienced this as I never really need to use it here in Virginia.

Remove the trim panel from the inside of the trunk to gain access to the lamps.
It means you have one lamp on the outer vechile that is out. Check all lamps
