The first three steps in scientific inquiry are related in that they are all equivalent to being on a fact finding mission. The three steps are to find or develop the question that must be answered, to study all related academic literature on the subject, and then to make a guess as to what the answer is.
I'm thirteen so don't be embarrassed if i know it and you don't. ( no offense) The three types of variables in scientific inquiry is Independent variable Dependent variable Control variable

The answer depends on which steps you consider to be the first three. The sequence can vary.
The first three steps of the scientific method are the hypothesis, prediction and testing. You hypothesis is what your educated guess about the experiment. Your prediction is what you think will happen and the testing is actually performing the experiment.
