All US state quarters intended for circulation are made out of copper-nickel, 92% copper, 8% nickel.

Circulating coins were never made out of pure silver. It's too soft and would wear out very quickly. Up till 1964 US dimes, quarters, and half dollars were made from an alloy of 90% silver with 10% copper added to make the metal hard enough to resist wear. Since then the coins have been struck on so-called "sandwich" blanks consisting of a pure copper core clad on each side with an alloy of 75% copper and 25% nickel. Also, production of 90% silver dimes, quarters, and half dollars resumed in 1992 but these coins are sold only to collectors and at prices reflecting their silver content.
If it's a US quarter minted in 1965 or later, it's not silver (there are silver coins minted in "proof sets", but these came in a special labeled display case; you're not going to find one in pocket change). US quarters minted in 1964 or before were partly (about 90%, I think) silver.
Modern silver quarters are only made for sale in special "Prestige" proof sets sold to collectors. They're made of the same 90% silver / 10% copper alloy that was used for circulating quarters before 1965. Circulating quarters dated 1965 and later are made of nickel and copper, and do not contain any silver.

The US did not mint regular issue quarters in 1975. Bicentennial quarters were made instead.
