I retired from the Texas Commission on Environmental Quality 4 years ago and now work for Southwest Engineers. We specialize in treating community water for public supplies. We design and oversee construction of water and wastewater plants. RO removes molecular size particles that normally are responsible for hard water. Water that has calcium carbonate and other minerals such as iron that make water hard. UV does not remove anything. It does inactivate pathogens that make them harmless to ingest. The RO will remove particles that can block the UV rays. If the water is cloudy, then it may be a good idea to pretreat the water with direct filtration or RO. The direct filtration is less expensive and requires less expertise to operate. Home improvement stores sell these filters along with Culligan and others.
