"Local toll" calls are calls that are outside your local calling area, but within your LATA. After the initial break-up of the Bell System, you telephone service was divided into local and long distance, but your local telco handled toll calls within a geographic zone called a LATA (Local Access and Transport Area). For example, if you were calling from San Francisco, a call to San Diego would be handled by your long distance company, but a call to Santa Cruz or Napa would be handled by your local phone company, often at rates higher than calls to other states or other parts of your state. Note that, unlike area codes, LATAs often cross state lines, so some of your "local toll" calls may even be interstate. Also, although you are still technically assigned to a specific LATA, long distance companies are now permitted to carry calls within a LATA, and local telephone companies are now permitted to offer inter-LATA service, so the distinction is now pretty much meaningless.
