Donkey Kong: Available at start of game

Wario: Available at start of game

Waluigi: Available at start of game

Bowser: Available at start of game

King Boo: Beat 50cc Star Cup

Rosalina: A: Have Super Mario Galaxy Download in Wii Console and win some races, B: Get a 1 star rank or higher in all Mirror Retro cups

Funky Kong: Unlock 4 expert staff ghosts in Time Trials

Dry Bowser: Get a 1 star or Higher in all 150cc Nitro cups

If you are talking about who I think is the tallest character in my opinion: definitely 110% Waluigi
