you have to see all of the Pokemon and then you get the national pokedex from Prof. Birch and Prof. Oak in Prof. Birch's lab after completeing the Sinnoh pokedex.
I don't know if this answers your question but it came out with sinno, Diamond and Pearl.
You do need the national pokedex for the Pokemon modifier. the Pokemon modifier uses the national pokedex numbes. you can not use the sinno pokedex.

It all depends on the characteristics of the pokemon. Obviously a water pokemon would not live on land, and a rock pokemon would not live in water. It all depends on the region of origin. Pokemon originally from the Kanto region would be less abundant in the Johto region.
